Key Findings

Finding 1: The Sitting Deputy Secretary of State

On May 21, 2014, Epstein emailed Peter Thiel:

"ehud, bill burns (dept sec of state), terje roed-larsen will all be at the house on jun 1." — EFTA01922017

Epstein explicitly identified Burns by his current government title — "dept sec of state" — using it as a credential to attract Thiel. Burns was not a former official making social calls. He was the sitting Deputy Secretary of State — the second-highest-ranking diplomat in the United States — and Epstein was advertising his access to Burns as social currency.

The September 2014 schedule confirms Burns appeared at Epstein's home at least twice:

• September 13: Epstein to Thiel: "see you at 5, bill burns will be here then dinner with woody and kathy" (EFTA02097661)
• September 24: Groff schedule: "5:00pm Appt w/Bill Burns" (EFTA02095883, EFTA01748418)

The September 10 planning email lays out Epstein's precise choreography for September 13:

"proposed schedule. 2 pm one on one you and I, 3-4 bill burns to join. i will need alone time with him after. 730 woody and kathy ruemmler for dinner (again you can bring guest/s if you choose). sunday lunch with bob kerrey if you have interest or we can continue our one on one" — EFTA02097661

Epstein required "alone time" with the Deputy Secretary of State. The dinner with a filmmaker accused of child sexual abuse and the former White House Counsel was the social reward afterward.

Burns later became Director of the Central Intelligence Agency under President Biden (March 2021–January 2025).

Finding 2: The September 13 Sequence

September 13, 2014, documents the most politically significant single day in the EFTA corpus. At 9 East 71st Street:

In a single afternoon and evening, the following passed through a convicted sex offender's home: a sitting Deputy Secretary of State, a tech billionaire who co-founded a CIA-linked intelligence company, the former White House Counsel, and a filmmaker publicly accused of child sexual abuse. This was not a coincidence. The scheduling was precise, compartmentalized, and personally directed by Epstein.

Finding 3: The Secretary General of the Council of Europe

Thorbjørn Jagland, the Secretary General of the Council of Europe — the continent's premier human rights institution — was a recurring Epstein guest. The corpus documents:

• April 2014: Epstein to Thiel: "thorbjorn jagland will be on the island for the entire next week, come visit" (EFTA01927554). Jagland visited Epstein's private island.
• Direct email correspondence: Epstein and Jagland exchanged direct emails, with Jagland's secretary handling logistics (EFTA01899436, EFTA01927678).
• Hotel arrangements: Epstein paid for Jagland's hotel stays. When Jagland cancelled "because he is involved with some negotiations with regards to the Ukraine and Mr. Putin," staff noted "since Mr. Epstein paid..." (EFTA01928716).
• September 24, 2014: "Thorbjoern Jagland will be at Jeffrey's home, might you be available to join?" — Groff to Ruemmler (EFTA02098149).
• September 25, 2014: "1:00pm Lunch w/Thorbjoern Jagland & Kathy Ruemmler" — Groff schedule (EFTA02095883).

The head of Europe's human rights body was a house guest of a convicted sex offender — staying in accommodations Epstein financed, dining at his table, and being introduced to the former White House Counsel.

Finding 4: The "People To See" List

On September 19, 2014, Groff drafted the schedule for the week of September 22. The header reads:

"People To See: Jagland, Terje, Thiel, Simon, Kathy, Cass, Woody, Jabor, Ehud, Leon, Stone, Maldives, Summers, Boris, Barbro, Bill Burns" — EFTA02098502, EFTA02097678

This is not a social calendar. It is a stakeholder management list. In a single week, Epstein planned to meet with:

The scheduled appointments for September 22 alone: breakfast with Andrew Farkas (8:45am), David Mitchell (11:30am), lunch with Stephen Kosslyn (12:30pm), Larry Summers (3pm), and a movie screening (7pm). Six meetings in a single day.

Finding 5: The Ruemmler Recruitment Pipeline

Ruemmler was not just a guest — she was being deployed as a recruiter and a credential. The September scheduling reveals:

1. Ruemmler introduced Sunstein: "Thought of a smart person for you to meet: Cass Sunstein" (EFTA02097728). She actively expanded Epstein's network into the Obama administration.
2. Ruemmler was paired with Jagland: "1:00pm Lunch w/Thorbjoern Jagland & Kathy Ruemmler" — the former White House Counsel and the Secretary General of the Council of Europe, lunching at a convicted sex offender's home (EFTA02095883).
3. Ruemmler was invited to join Barak: "(Kathy Ruemmler is in NY and would love to join)" — appended to both the Jagland and Barak meeting slots (EFTA01748418, EFTA02097678).
4. Ruemmler and Burns overlapped: Both Burns and Ruemmler were at the house on September 13 and both were scheduled during the week of September 22–26.

Ruemmler's White House Counsel title gave Epstein's gatherings an imprimatur of legitimacy. She was the credential that made a convicted sex offender's dinner table look like a policy salon.

Finding 6: The Terje Rød-Larsen Channel

Terje Rød-Larsen, the Norwegian diplomat who brokered the Oslo Accords and served as UN Special Envoy to the Middle East, was Epstein's primary channel to the diplomatic world. The corpus documents:

• Epstein to Terje (July 2013): "I suggest you reach out to Bill Burns and tell him you are there if he needs help. I'll explain on phone" (EFTA01968806).
• Epstein to Terje (July 2013): "I think John Kerry might be busy for awhile. they will turn to Bill Burns who will need more help. middle east syria egypt etc." (EFTA01970317).
• Epstein to Terje (April 2013): "lets set a meeting with Bill burns in wash or ny" (EFTA01975082).

Epstein was directing a UN Special Envoy to reach out to the Deputy Secretary of State, positioning himself as the intermediary who could connect international diplomacy to American foreign policy — from a convicted sex offender's phone.

Finding 7: The Bannon Continuation (2018)

The Epstein-Burns-Terje channel continued after 2014. In March–April 2018, Epstein's iMessage conversations with Steve Bannon document:

• March 27, 2018: "i suggest you meet bill burns. ask terje" (EFTA01615010)
• April 17, 2018: "Do you want to meet Terje there? Kerry is out of town. I suggest if possible Bill burns.. also if you want to play in the foreign arena. Kevin Rudd (china). Maybe some world bank guys/women/" (EFTA01615037)
• Bannon: "Definitely terje." Epstein: "done... You can call him. He likes you. He is awake." (EFTA01615037)

In 2018 — nine years after his 2008 release, one year before his 2019 arrest — Epstein was still brokering introductions between the former White House Chief Strategist and the Deputy Secretary of State / UN Special Envoy. The political influence operation continued uninterrupted.

Finding 8: The Boris Nikolic Thread

Boris Nikolic, Bill Gates's science advisor, appears repeatedly in the September 2014 schedule:

• September 21: "2:00pm Appt w/Boris Nikolic" — immediately after Thiel's lunch (EFTA02095679)
• September 22: Listed in "People To See" alongside Burns, Summers, Thiel, and Ruemmler
• September 13: "TBD Boris, Kathy, Peter, Bill Burns, Leon (?)" — planning memo (EFTA02095679)

Nikolic was named as a backup executor in Epstein's will (alongside Ruemmler). He later co-founded Moderna. His presence alongside Burns, Summers, and Thiel in the September scheduling suggests he was more than a casual Gates Foundation emissary — he was an integrated node in Epstein's post-conviction network.

Finding 9: The PR Rehabilitation Meeting

On September 22, 2014, Epstein had "12:30pm Lunch w/Prof. Stephen Kosslyn" — the psychologist Epstein funded who had previously crafted PR rehabilitation scripts for Bill Gates's interactions with Epstein (see Thread 12). This lunch occurred the same day as Larry Summers's 3pm meeting, in the same week as Burns, Jagland, Barak, and Ruemmler.

Kosslyn's role was not social. It was functional — he was the architect of Epstein's reputation laundering strategy, and his September 22 meeting was a working lunch embedded in a week of political influence management.

Finding 10: The Architecture of Compartmentalization

Epstein's September 10 email to Thiel reveals a deliberate compartmentalization strategy:

"2 pm one on one you and I, 3-4 bill burns to join. i will need alone time with him after. 730 woody and kathy ruemmler for dinner"

Each guest was managed separately. Burns was given a private window. Thiel got one-on-one time before and after. The dinner guests (Allen, Ruemmler) were a different compartment from the diplomatic meeting (Burns). This is not how social gatherings work. This is how intelligence operations manage access — each participant sees only the part of the network they're meant to see.

1. What was discussed during Epstein's "alone time" with Burns? The compartmentalization — "i will need alone time with him after" — suggests the substance of the Burns meetings was distinct from the social events. Was this foreign policy consultation? Intelligence? Personal?

1. Did Jagland know Epstein was a convicted sex offender? The Secretary General of Europe's human rights body was a recurring house guest. Epstein paid for his hotel stays. Was the conviction disclosed?

1. What is the connection between Epstein and Jabor Y.? The corpus shows direct emails, Paris meetings, and Dubai introductions involving Tom Pritzker. Middle Eastern financial or diplomatic channel?

1. Who attended the "Equalizer" screening on September 22? "Jeffrey plus 3" — which three from the day's meetings (Farkas, Mitchell, Kosslyn, Summers)?

1. Did Ruemmler attend the Jagland lunch on September 25? The scheduling confirms she was invited and available. Her presence would mean the former White House Counsel lunched with the Secretary General of the Council of Europe at a convicted sex offender's home.

1. What role did Terje Rød-Larsen play in the Burns introductions? Epstein directed Terje to "reach out to Bill Burns" in 2013, suggested Burns to Bannon through Terje in 2018. Was Terje the diplomatic gatekeeper, or was he a willing conduit?

1. **What was Boris Nikolic's role?** Named alongside Burns, Ruemmler, and Thiel in planning memos. Later named backup executor in Epstein's will. His September 21 appointment was sandwiched between Thiel and Terje — deliberate sequencing?

1. What did Stephen Kosslyn discuss at the September 22 lunch? Kosslyn crafted PR scripts for Gates. His September meeting occurred during the most politically dense week of Epstein's post-conviction calendar. Was he advising on the reputation management of the broader network?

1. Why does "Leon (?)" appear with a question mark in the planning memo? "TBD Boris, Kathy, Peter, Bill Burns, Leon (?)" — was Leon Black's participation uncertain, or was this a different Leon?

The Architecture

September 2014 reveals the mature architecture of Epstein's post-conviction political influence operation. The structure is visible in the scheduling:

Layer 1 — Active Government Officials: Bill Burns (Deputy Secretary of State), Thorbjørn Jagland (Secretary General, Council of Europe). These are not former officials. These are sitting diplomats with active security clearances and institutional authority, visiting a convicted sex offender's home for scheduled meetings.

Layer 2 — Recent Senior Officials: Kathy Ruemmler (White House Counsel until April 2014), Cass Sunstein (OIRA Administrator until August 2012), Larry Summers (Harvard President until 2006, Treasury Secretary until 2001). Close enough to power to retain influence, far enough from office to have scheduling flexibility.

Layer 3 — International Diplomacy: Ehud Barak (former Israeli PM), Terje Rød-Larsen (UN Special Envoy). Middle East peace process figures who provided Epstein with the appearance of geopolitical relevance.

Layer 4 — Capital and Technology: Peter Thiel (Palantir, PayPal), Leon Black (Apollo Global), Andrew Farkas (Island Capital), Boris Nikolic (Gates Foundation / biotech). Financial and technological power that complemented the political access.

Layer 5 — Social Infrastructure: Woody Allen (celebrity credibility), Bob Kerrey (bipartisan gravitas), Stephen Kosslyn (reputation management). The social fabric that made the political operation feel like a salon rather than a scheme.

The genius of the architecture was combination. Epstein didn't just meet Burns — he met Burns in the same afternoon as Thiel, followed by dinner with Ruemmler and Allen. Each person validated the others' presence. If the Deputy Secretary of State was there, it must be legitimate. If the former White House Counsel was there, it must be proper. If a tech billionaire was there, it must be interesting. The convicted sex offender became invisible behind the credentials of his guests.
